Custom Task Request in Public Folder

I have a custom task request form that is being posted to
a public folder as well as a user's task folder. It is
going to both places, and the user can open the custom
form in their outlook client. The form does not open in
the Public folder. I rec an error message "Can't open
item. Could not complete the operation. One or more
parameter values are not valid".

We are not using any listbox or keywords (I am done some
research). It still does not open. I have tried creating
a new folder (in case the old one was corrupt) - still
doesn't work.

Assistance is appreciated.
