Custom Text Formatting @ Character

The text field "@" custom format character is defined as
indicating a required character or space. What is meant by
required?

In Access 2000, if I create the text format: @@@, I can
enter one value, two values or three values, but cannot
leave the field blank.

I would have thought that since I defined the field as a
three required characters, that all three would be
required, not one to three.

If I enter the format:(@@@) @@@-@@@@;"unknown"[Red
I can get by without entering any data into the field.

What's up? What am I missing?
