Custom Toolbar in Access Project

I am trying to create a custom toolbar in my access project. Basically
I want to get rid of the save button. Everything I've seen online and
in help says to either go to View->Toolbars->Customize or go to the
Tools Menu->Customize... There is no item called Toolbars available
under the view menu. The Customize menu option under Tools is grayed
out in what seems like every condition. How can I customize these. Do
projects not let you do this? I can create a blank mdb and customize is
right there for me to do with as I please. Any ideas?
