custom welcome msg in 2002: where do I put it?

we are getting ready to roll out Outlook2002 (currently
using 2000), but I don't know where to put the custom
Welcome to Outlook message.

For Outlook 2000 we placed our welcome.msg in C:\program
files\microsoft office\office, but the packaging team is
telling me that will not work for 2002.

Does anyone know where to put it?
