I have set up a database on a server and distributed instructions on how to
joing the WIF that has the appropriate securities for the database. The
problem (or should I say the main problem) is that whenever one of the other
users sign on to another database it uses that WIF. I have tried making a
shortcut on the desktop but that doesn't seem to help. Maybe I am not making
the steps in the correct order. I would appreciate any help.

You should give them a custom shortcut INSTEAD OF having them join your
Workgroup file, not in addition to doing that. As long as a user's default
workgroup file has a password on the Admin user they will be prompted to
login irrespective of the the file(s) they might be using. The only way to
avoid that is to have a default workgroup that does not have that
requirement. Then your special shortcut can specify a different workgroup
file only when they are opening your file.

The shortcut needs to take the form of
"path to msaccess.exe" "path to mdb" /wrkgrp "path to secure mdw"

Leave them joined by default to the standard system.mdw and use the desktop
shortcut to launch the secure mdb.
