customise outlook today not working

when I press on the customise outlook today button nothing
happens, the customisation screen does not load. I have
run a detect and repair, reinstalled outlook 2000 over the
top and also recreated my outlook profile. Someone else
logged into the pc and it doesnt work for them either (but
they can do it on their pc) so I'm thinking its a registry
hack somewhere, any ideas?
