Customization of email alert which is sent out every time a projectis published

I've few questions on email alert customization

1. Can we suppress 100% completed tasks from the email alerts?
2. Can we even stop sending alerts to resources who have finished
their assigned tasks?
3. Can we add enterprise custom fields in the body of this alert
message?

Any suggestions will be greatly appreciated.

Unfortunately, the answer is not to all questions. To change the behavior,
you must get into custom development. Server 2003 handled this better than
2007. I expect to see major improvements in this feature for the next
version.

realizes that they need to address this customization soon!
