Customize Insert Page

My Visio 2003 drawing is based on the Cross Functional Flowchart template.
The first tab contains all of the standard elements that I would like to have
on any new page that is inserted in this file by ANY user (not just me).
(These elements need to be modified so this is a Foreground page, not
Background.) When I select Insert > New Page > OK, the following message
appears "Click OK to copy the functional bands from the current page to the
new page"

When I click OK, however, it does not insert my functional bands but the
ones from the template. How can I get Visio to use my standard elements when
a new page is inserted? Thanks!

Did you edit the Functional Bands in the first page?
If so ... don't.
Edit the Functional Band in the document stencil, and mark the Master to
have Match master by name on Drop checked.
Then, your modified Functional Band will be used instead of the standard
ones.
