Customize new message form

I have a support customer new to Entourage who wants to customize the new mail message template/form to include a pre-addressed CC: line. We tried including a custom header (Account Settings > Edit Accounts > Options > Additional Headers). That added the CC: line to the header, but it did not actually *send* the message to the person in the cc: address field.

I've been searching for customization options in mail messages in Entourage in these forums, web searches, and The Entourage Blog with no success. Does anyone know where the default message template or form is located and if it can be customized? I know this is possible in Outlook and I a extremely aware that Entourage *isn't* Outlook, but I was hoping for a bone.

I'm not surprised.
You might be able to do this through AppleScript, writing down a script
to create a new message with the proper CC field filled.
