"Customize Outlook Today" button has stopped working

When you click on the button, it highlights like it wants
to open, but nothing happens. I need help trouble
shooting this problem. I want to change how tasks appear
on the Outlook Today page.

Windows 98 SE
Outlook 2000 in Office 2000
