Customize Outlook Today Button Non-fxnl

I'm in the default Outlook Today...want to customize. The
button is there and will depress but nothing happens.
I've done it before though so it's a recent thing.
Haven't upgraded or anything. Running XP/outlook 2000 SR-1

change/customize the Outlook Today page.
