Customize Outlook Today does not work?

I want Outlook Today as my defult page when opening Outlook. Nothing happens
when I click on "Customize Outlook Today" New user with old version (2000)
on WinOS98.

We just refreshed the whole system with a new (slightly used) motherboard and
hard drive but could not afford to upgrade softwhere yet. Nice to know I was
at least doing the right thing and not going crazy. Can I expect many more
of these types of problems while learning Outlook on this version?

Thanks anyways, learned tons in just an hour of playing around with it. Now
I know where to look for these types of errors before posting a question.
