Customize Outlook Today fails

The 'customize outlook today' button in Office 2000 does
not work on my installation. You click it and nothing
happens. I've reinstalled Office (both detect and repair
and a clean install), and I've tried an installation with
the same CD on another machine. The 'customize outlook
today' does not work on either machine, which makes me
think there must be something in the software.

I have Outlook Express installed as my default mail
reader. Would that somehow interfere?
