customize toolbars in Visio 2002

When I attempt to customize a toolbar in Visio 2002 On the command tab when an icon is selcted for a command and the description tab d[ressed the message "help file not found reinstall" comes up. The help file is there and reinstalling does no good. Any suggestions..?
