Customized Tags disappearing...?

I've customized about 10 tags that I use... BUT I'm finding that in the tag
toolbar, EVEN when I remove the standard tags and pare the list down to the
10 I want, I later open up ON 2007 to find most of my tags are gone and the
old ones are back on top.

Can anyone help me correct this so ONLY the tags I have modified and want
are showing up in the Tag bar. I need my tags! ;)

PS to clarify...
At times the tags I've modified show up in earlier versions... ie. 3 of the
10, but way down beneath all the original standard tags I don't mostly want.
