Customized templates only available in Project Server (vs. PortfolioServer?)

I assume that since Portfolio Server creates a project (via the
gateway) in Project Server based on milestones and project lifecycle
steps, there is no way to use any type of project plan template
outside of Project Server/Project Pro.

If that's true, that tells me that the things which are "repeatable"
and would likely require templates to build the schedule each time are
probably more operational type activities that would only "live" in
Project Server and not alongside the prioritized investments in
Portfolio Server.

Is this correct thinking?
