customized toolbar: different behavior in xp & 2000

I've created a template with a customized toolbar.

Unfortunately, I'm having trouble with consistency across platforms. In
Word 2000, the toolbar displays fine. However, the toolbar doesn't
display at all in Word XP. When I re-add the toolbar to the template
using Word XP and then open the file with Word 2000, the toolbar
displays twice (and still only displays once in Word XP).

I've searched the knowledgebase and couldn't find anything related to
this particular problem. Any clues?
