Customizing Outlook Today

I remember a few years ago Microsoft released an SDK to tweak the Outlook tady interface. Users could add items to the default home page. It's been a few years since I used Outlook, and I can't recall now how to make the changes. I remember that you could add HTML weblinks etc. I would like ot try to add some custom XML ticker that I have created along with some link to frequented web sites. Anybody have any suggestions on how to add content to the outlook1.htm file.
This file appear to be a dynamic page generated by a dll and cannot be accessed using a standard html editor.

I would appreciate any suggestions
