Cut and Paste Buttons "greyed" Out

I have a user that has her cut and paste buttons visible on the task bar and
when you right click, but they are greyed out. When you choose the keyboard
command (i.e. ctrl c, ctrl v etc) it works fine. I have looked at the
options and the display paste button is selected, and the office clipboard
appears to work normally. Ever heard of this?
