Eric is correct. The KB refers to a specailized paste option. Then I'd try
in this order:
1) Run Detect and Repair from Help or Add/Remove and if Detect and Repair
don't fix the paste option then
2) I'd install One Note's SP1 and if that doesn't work or you've already
done that

3) I'd run the Windows Installer Clean Up Utility and then uninstall One
Note's SP1 and One Note and then reinstall them:

(save the temporary set up files for future installs when you get
the option)
