Cut, Copy, Move to Folder Grayed out

Cut, Copy, Paste, Move to Folder and Copy to folder are all grayed out in
Edit Menu in Outlook 2007 (12.0.6212.1000).

1. Have run Office Diagnostics
2. Same issue was in toolbars, and reset of toolbars fixed that issue
3. All add-ins are disabled

Any ideas?
