How can I cut a table from Excel, paste into Mac Mail 3.2 and include the original format? In particular, borders are lost.

I don't believe you can. Mail only supports Plain Text or RTF and images.

If you need to send an editable worksheet & don't want to attach the entire
Excel file use Excel's Edit> Move or Copy feature to create a new file
containing only the required sheet.

If the data doesn't have to be editable by the recipient, select the content
in the Excel file, then hold Shift while you go to the Edit> Copy Picture
command, then paste into the email message. Alternatively you could print
the selected range to PDF & send that.
