Cutom contact form and Public Folders

One of my users has created a custom form based on the normal contact form.
She has added some fields and deleted others.
I have set this form as the only form to be used when posting to this
particular public folder.
It seems to be very random that users will get the custom form or the normal
contact form when opening saved contacts in this folder. The same user can
get the custom form once and after a reboot she will get the cormal form. ANy
ideas on how to make this mor consistent?
The server is exchange 2000, the users are on a mixture of Windows XP and
2000 and Office XP and 2000.
