Cutting or trimming a picture in powerpoint

I have imported two different state maps (two separate pictures) and would
like to trim or cut one to fit directly below the other one (without margin).
The crop feature helped get rid of some of the margin, but is there a way to
cut or trim directly around the shape (or state) in the picture so that I can
easily place it where I want it to go?

If the space besides the state map is a single color, such as white, you can
probably try out "Set Transparenct Color" on the picture toolbar. Select the
second last icon on the picture toolbar, then click on the space outside the
state map. This makes the space transparent, allowing you to fit them
directly together.

Best way though, is to do the cut and trim using graphical editing tools
such as Photoshop, before inserting them into PowerPoint.

For the most part no (as already said by Austin and Tohlz), but if the
imported graphic was a .wmf you may be able to ungroup (select object >> go
to DRAW >> UNGROUP). If it is able to be ungrouped you will most likely have
a mess of small shapes now, but you can selectively delete until you get the
image you want. Then go to DRAW >> REGROUP.

The other option is to export and open in a photo editing application such
as Photoshop.

Long and fiddly but it can be done by drawing a series of masking shapes over
the borders with the scribble tool and then setting all these shape to no
line + fill = background (from format autoshape)
