Is it possible to limit access to specific data (e.g., which projects) a user
can have access to in the Data Analysis feature of Project Server 2007? Or
is it possible for users, once they have access to a Data Analysis to view
pretty much everything contained in the cube?

ST:

In 2007, they have everything once they're connected to the OLAP Database.
Good news is that 2010 allows you to create these for specific departments
if you implement that new feature.
