Data Analysis Filter not working as expected

I create a view with projects on one axis and RBS top level groups on the
other axis. In Filter, I put the custom field Program_Project. If I put Work
Totals in the Data Area, the filter works as expected. If I put Availability
or Capacity in the data Area, the result acts as if there were no filter.
Hours are shown for all projects and all groups, regardless of hpow the
filter is set.

What is it I don't know about this?

work is a task type of field. Meaning that the amount of work calculated is
affected by what projects are filtered out. Capacity and Availability are
resource related. Capacity is the total amount of man hours that a resource
can be assigned to tasks. That number does not change based on actual
assignments. Availability is a bit trickier. For the most part, it's
capacity - work. It is a resource field and i suspect, it won't change in
