Data Analysis Filter not working with Capacity data

I have a view with resources on rows and projects in columns. I want to show
Work and Capacity for some programs (seven programs in the server). With
just Work in the Data Area, the filter for Programs works fine. When I add
Capacity to the Data Area, All projects are shown, even if filtered out by
the Progam list.

Any suggestions?

Capacity is an attribute of your resource pool or part thereof, and not an
attribute of a program, unless you have a dedicated program team, in which
case you can choose to show capacity and work load for that specific team of
resources. Even still, you're looking at resource capacity not "program
capacity." If you have a definable notion of what program capacity is, you
can probably calculate it, but it's not a measure against projects or
programs OOB. You can, however, show the resource demand that a program
generates against the capacity of your resource pool. Does that make sense?

The calculated measure "Availability=[Capacity]-[work]" did work as expected
in producing a field with the complement of hours to Work. However, the new
Availability field causes my Program filter to be ignored, just like Capacity.
