data encrypted - can't access - help!

I just had my motherboard replaced and had to re-install windows and office -
i've been trying to access a particular file that is critical for my business
- so critical that I inadvertently encrypted it prior to my motherboard
failure - now, no matter what I do, I can't seem to get anywhere - tried
deleting the certificate to no avail - yadda yadda - any suggestions are
appreciated
