Data Entry on Data Access Page

I am attempting to create a web based data access page
where one can input new data. I have put the various
fields on the page that I need, but can't get the page to
accept new data. I have changed the Data Entry Option
to "True" on the page, but then can't access the few
records that are in the database. When I turn the Data
option to "False", I can see the records that are already
in the database, but can't add any new ones. Does anyone
have any advice?
