My excel spreadsheet data entries are all getting divided
by 100 on new or existing spreadsheets that previously did
not do this.

I cannot find any links or formulae on the spreadsheets.

Where do I go to fix this problem?

Don, check tools, options, edit, and uncheck fixed decimal
