Data Graphic For Icon made from picture

I made a visio shape from a picture and now I am trying to add a Data Graphic
Icon set to it. For some reason it isn't showing up and I just wanted to
check if there is something special I need to do in order to get the icon to
show up.

I have mananged to get the icons to show up for other shapes which I made
from drawing the shape or using default visio shapes. What I did was add in
the user section the following:

msvCalloutType = "Icon Set"
msvCalloutIconCount = 5
msvCalloutIconNumber = 0

I then went and added a data graphic inside visio and pointed it to
msvCalloutIconNumber. This shows the icon on my shape but for some reason it
does not show the icon if I apply this same detail to a shape I made with a
picture.

Does anyone know what is going on here?

I believe this has been reported here before. I think it's a known
bug.

I found a workaround.

I took the icon shapes from here and then grouped them with my shapes.
