data labels - percentage format reverts to decimal

I've gone through and seen it doing this a few days ago, and changed them all to percentage again. Now, many of them are decimals. Any idea why this would be happening? I think a solution would be to change the linked cells to text of '29% instead of .29 as they are now, to 'force' the data label to display text, but I'd like to avoid that if possible.
