Data Returned From WebService leaves Formatting Toolbar disabled

I am confused as to why the formatting toolbar in infopath is disabled when i
return data from a web service. I have 2 rich text boxes which retrieve xml
node from web service. I need these to be allowed to edit/formate for return
to webservice and consequent updates.

Any help appreciated.
