Data Validation Boxes

I used the list option under Data Validation and can only see the
dropdown boxes, when I click on the cells.

How can I make the dropdown boxes visible all the time.

The Data Validation dropdown arrow is only visible when the cell is
active. You could use fill colour or a comment to indicate that the cell
has data validation.
