Can a given cell be set for validation under two
conditions?
Sometimes I want to allow only data entry>0 and sometimes
I want to allow only data entry <0.
is this possible?

This should be possible *IF* you are able to express the 2
different conditions in a formula. Allow data entry >0
under what conditon? Allow data entry <0 under what
condition? Can you provide more info?
