Whenever I try to create a Data Access Page in Access 2000, the Office 2000
installer attempts to install something called "data1.msi". What is this?

Chances are you don't have all the necessary files installed to use Data
Access Pages. Therefore, Office 2000 is letting you know you need to install
some additional files. Most likely your setup is lacking the Web Components.
