Database Access Control Problem

I wrote a error handling program for a small client server network.. when
ever.. my vb fail to access the database on the server.. it will keep
retrying until vb can access the database on the server.. now.. my problem
is.. when one of the computer crash or hang.. it hold up the database on the
file server and cause all the computer on the network fail to access the
database.. and what happen is all the computer on the network will keep
retrying to access the database on the file server.. now.. I just want to
know how can i set the time out.. for a connection.. when it is idle.. or no
activity for certain peroid of time? all computer is windows xp pro.. and
access database on the file server.. etc.. thank.z..
