Database Files .dbf. Unable to open.

I used to be able to right click on a .dbf file and then open it with Excel.
I have now lost that ability with an eror message saying "The action is only
valid for products that are currently installed". How do I correct this
problem? I am using Windows XP Professional with Microsoft Office Small
Business version 2003.
