database for addresses?

I have a customer who manages a small association of lawyers. The members
pay annual dues to support the association. My customer wants an application
that will let her keep track of who has paid their dues and who still owes
and will let her send an email reminder to those who have not paid. Up to
now she's been keeping an Excel spreadsheet of names and addresses,
importing the list of unpaid members into Outlook 2000's contacts and
creating a group. This is obviously kind of cumbersome. Is there another,
better way to do this?

If she has Word 2000 installed also, she could do a mail merge from Word
to Outlook mail, using the Excel database as the data source. To get
