database, grouping by city

I have a | piped delimited text file that I created using csvedit from
ezscripting. From the documentation I can't find a way to group by
city. Does anyone know of any programs that can read a | piped text
file and display my output. i.e. below is what I need

San Jose
80 First Street 25,321 sq.ft. $1.15
191 Market Street 50,000 sq.ft. $1.20

Milpitas
45 Second Street 33,000 sq.ft. $1.25

etc.

Does not sound like a FrontPage problem, but Access and Excel will
handle pipe delimited text files.
