'Database upgrade utiltiy 1004' when opening Project 2003.

After installing Project 2003 I receive an error message when it opens,
'Database upgrade utiltiy 1004'. I do not have the Database Upgrade utility
under View / Toolbars. I'm not certain what to do at this point. Does any
one have an idea?
