Database window in Access 2003

I am unable to get the Database window by pressing F11. In Tools>Startup
the Use Access Special Keys checkbox is ticked but Display Database Window
is not.

However, if I go to File and click the same database name in the Recently
Used Files list the Database window appears!!

Any suggestions?
