Whay is my Database so big (15 GB) when all mail is stored on an exchange server?

Entourage caches messages on the server that you've read in Entourage until
they are deleted from the server. 15 GB is quite big though. Keep in mind
the database also contains downloaded e-mail attachments, contacts, calendar
events, so it can grow pretty quickly.

15 GB is big. The Entourage 2004 & 2008 database has no size limit, just a
limit to the number of items in the Entourage database: 2 million database
items. You could be reaching that limit. You should be warned, but once it
gets to that stage it is more difficult to start a salvage as Entourage is
not as stable. I just recovered an Entourage X database that had reached
it's limit and even though it would open it would quit almost as soon as I
opened it.

See this description on size limit:

Do you have other accounts other than Exchange? You can move Exchange
messages to the folders "On My Computer" to reduce the mail quota on your
server.

AutoArchive Exchange Account to "On My Computer"

Move all e-mail older than 60 days from your Exchange account folders to
archive folders within the "On My Computer" folder tree.

Depending on how many years you have in your database, you might want to
consider creating an archive Identity.

Duplicate your current Identity and rename it. Now, you have a duplicate
Identity folder structure with your old mail that you can quickly switch to
for easy searching. Remove Old messages from current Identity using a Custom
View. Leave at least 60 days of old mail. You will have some duplicates but
this is preferable to switching Identities constantly to find recent mail.
