When you create a database in Access the user has to have
the software loaded on their pc to use the database. So, I
am looking for the best application (software) that I
could use to create a database that can be free standing
so a user will not need to have the software installed on
their pc. Thank for the help.

You're not quite correct. The user only needs the Access runtime, which you
can distribute if you buy the Developer's Edition.
