I've got Chinese resources that will be out due to a Nat'l holiday
10/1-10/8. I went into their Resource sheets and set their
availability during this interval to 0%. However, I'm surprised to see
that they still have tasks set during that interval when I would have
expected the tool to avoid those dates.

Was this not the right way of addressing this scheduling issue?

Setting the resources to 0% will simply mean that they are really overloaded
during the holiday.

The best approach would be to create a separate "Base Calendar" for your
Chinese resources and then define Chinese public holidays in that calendar
so that all Chinese resources observe the same public holidays but other
resources domiciled in different locations are available during that time.

Easier than working with the resource availability, you could modiify their
calendar:
Select a resource, then: tools / Change Working Time...
