Date Format web access does not follow Regional Settings

The date format in Regional Settings on my computer has been changed to
07-Jan-05 so my European colleagues can view the date in a format they
understand when I present training. But when dates in my project are
displayed thru Project Web Access (using Project Server 2003 with SP1) they
see 07-01-05 which can be confusing. The date could be interpreted as July
first or January seventh.

Is there any way to cause Project Server web access to adhere to the
Regional Settings?
If not, is there any way to ask Microsoft to fix this bug in a future
version?
