Date format

Is there a way to configure Access so that when I create a new table with
date/time fields they automatically have their format set to yyyy-mm-dd
(ISO/AS9100 format)?

Why? Formatting does not affect storage and that is all that matters for a
table. In addition, the formatting in the table is not going to be
inherited by any queries, forms, or reports that use the table so you still
have to do it again in those places (where it does matter).
