Date Navigator Does Not Show in Outlook 2003

For some reason, the Date Navigator does not show in my
copy of Outlook 2003. For example, when I have the Task
Pad visible in the Week view, I would think that the Date
Navigator would show on top of the Task Pad. It does not,
and I have clicked on every imaginable option to see if I
can make the Date Navigator visible. How can I do this?

Move cursor to top of task pad until the cursor changes to two parallel
lines with two arrows pointing up and down
Press left mouse button.
Drag down.
