date() not recognized by Runtime - Format undefined

I have a report that uses date() on the header that works fine in Access
2000, but when I try to run it using Access Runtime I get 'Enter Parameter
Value for Date'. I also have another situation where I am displaying a
query using runtime (which uses Format) and get the message Undefined
Function Format ().

The version is Access 2000 SR-1 Runtime.
