DATEDIF is less one day

When I use the DATEDIF Function to count the number of calendar days between two dates, the result is less one day. It appears that the function does not count either the starting date or the ending date. Doesn't make sense to me. I'll have to modify and add plus 1 to my formula. Has anyone else noticed this and is it standard? The NETWORKDAYS function does not do this

Start date 11/12/03 end date 11/22/03 is 11?
I guess that is an interpretation. Look at it like this

day 12 at 00:00

day 22 at 00:00

I get 10 days, you seem to be counting

day 12 at 00:00

day 22 at 24:00

I believe Excel is correct but I understand where you come. If you want to
include the full day
of 22nd you must add 1
